It's been another busy month for Oregon REALTORS® and your leadership team, NAR Directors, and Federal Political Coordinators have been busy on your behalf also. Just last week many of us (nearly 80 Oregon REALTORS® in total) travelled back to Washington DC to meet with members of Congress about some critical issues. We spoke to them about homeownership, commercial real estate, and financing issues including the importance of Government Sponsored Entities (GSEs) in the market place and the Mortgage Interest Deduction among many other things. READ MORE »

The Big One We’ve Been Expecting

MIDThe Joint Tax Credit Committee unveiled a draft outline for increased taxes and additional spending on Thursday of this week. The details include impacts to the Oregon Mortgage Interest Deduction.

The Co-Chairman of the Committee, Phil Barnhart (D-Eugene), said the committee would work the concepts of an omnibus bill over the next two to three weeks. Your Government Affairs team also will be working the bill to get to better outcomes for homeowners over coming weeks. If things don’t work out the way they should, we’ll be activating a call for action.

Like a concept rolled out two years ago, the package as currently drafted literally gives Hollywood a tax break on the back of homeowners!

Kicker’s Gonna Kick…Probably

Tax RefundLast week, the State learned it would have an additional $124 million more in taxpayer revenue than was estimated in February. Also because of the positive growth in the economy, Oregon’s Kicker, codified in the Oregon Constitution, will likely kick – providing $284 for the average taxpayer as a rebate when you file your taxes in 2016.

I say “likely” kick because there are conversations occurring to suspend the Kicker. However, the suspension would be unlikely due to the votes required to trigger a suspension.

Say what you will about the politics of Oregon’s Kicker, but two things are true:

1. The Kicker is one of the only functional constraints on the growth of government – limiting growth to 2% above the projected budget of any given budget cycle.

2. The economy has grown and the legislative assembly has nearly $1.75 billion in additional revenue to spend even without the addition of a suspended Kicker.

FAA Widens Study on Drone Uses


The Federal Aviation Administration's latest announcement on UAVs could be "good for real estate," and pave the way for allowing greater use of drones by real estate professionals. However, for now, we continue to caution you against the use of UAVs to capture aerial photos and videos of listings until the FAA issues its long-awaited final guidelines on flight permissions. NAR Board Approves Nationwide Listing Data Entry System


One of the most significant actions to come out of last week’s NAR Board of Directors meeting in Washington D.C. (see full recap of BOD actions) is a vote to approve a partnership that is designed to create a single online portal for all listing data posted by real estate brokerages, MLSs and associations while enabling brokers to maintain control of their listing information. READ MORE »

Combatting Patent Trolls


NAR has issued a statement in support of the Protecting American Talent and Entrepreneurship (PATENT) Act of 2015, which was introduced in the Senate on April 29."The comprehensive reforms proposed in the PATENT Act, including demand letters, are a good first step toward strengthening and restoring an essential balance to the patent litigation system, which has been urgently needed for years," NAR President Chris Polychron said in the statement.
