It's summer, the market is still hot, and you barely have time to drink a coffee in the morning; so if you're reading this, I thank you! We have had a busy spring and start to summer at OAR also and I’d like to give you some updates on a few things:

    • Our recent value proposition workshop in Salem

    • Extension of the implementation of the new TRID standards

    • A focus on continued professionalism in our industry. 



New Oregon CapitolWhat's left?

In last week’s issue of the Quorum Call we reported on what’s left of the legislative docket for the Oregon Association of REALTORS®. With the constitutional deadline for the session set at July 11, many are wondering, “what’s left for the legislative assembly to do?”


We’ve entered the period of session where the government affairs professionals all start to bet on the actual day and hour of Sine Die. Things have slowed considerably and the focus has shifted primarily to budget related items. However, two major pieces of legislation are being negotiated in small leadership workgroups. Namely, a package of bills relating to the legalization of marijuana and changes to the medical marijuana system and the potential repeal/modification to the Low Carbon Fuels Standard in exchange for a gas tax / transportation package.


Both proposals are very fluid at this point, but here is what we think we know right now. (Warning: the following is very speculative. Look to our final report on these two issues for detailed analysis.) READ MORE »

Closing Rule Changes Delayed to Oct. 1


The CFPB has proposed pushing back the implementation date of new mortgage disclosure rules (“Know Before You Owe”) stemming from the TILA/RESPA Integrated Disclosure regulation. The new rules were originally set to take effect Aug. 1 and the proposal must still undergo a public comment period before it becomes official, but it’s a very positive step in the right direction for REALTORS® and consumers. The new deadline avoids the peak summer selling season and transition to back-to-school for many families.


You should still be prepared, though! Check out the archived 3/30 webinar on RESPA/TILA changes and/or watch this video from NAR in which NAR Senior Counsel Finley Maxson shares tips on meeting the new closing requirements when the HUD-1, Good Faith Estimate, and Truth in Lending Act disclosure are consolidated into a new loan estimate and closing disclosure. According to economist Elliot Eisenberg, PhD, (a keynote speaker at the upcoming 2015 OAR Convention), at the 6/17/15 news conference following a meeting of the interest rate setting FOMC, Chairwoman Yellen was clear about three things.

    1) rates will start rising later this year (probably 9/17/15);

    2) rates will rise by one percentage point every 12 months for the next three years,
        which is unusually slow, just half as fast as in past rate-rising cycles, and;

    3) sustained GDP growth above 2.5% per year is not expected soon. 

FAA-approved Drone Operators Available


NAR has created a list of operators possessing a federal waiver allowing them to offer photography, inspection, appraisal, and other real estate services using drones. The list is not an endorsement of any operator; it is a restatement of information publicly available from the Federal Aviation Administration. Commercial drone use is not permitted without the waiver.

D.A.N.G.E.R. Report Available


Loss of listing data control, new regulations, and dilution of the REALTOR® brand by substandard performance are among 50 issues keeping brokers, sales associates, and executives of associations and MLSs up at night in the D.A.N.G.E.R. Report, available on REALTOR.org. The report was commissioned by the NAR Strategic Thinking Advisory Committee and researched and compiled by industry analyst Stefan Swanepoel. READ MORE »
