Real estate is a profession!

In my last President’s message, and in an article that was in the Oregon Real Estate Agency Journal, I started the conversation about professionalism and raising the bar in our industry. I received more emails and phone calls from it than all previous messages and articles combined. Thank you for all of the positive feedback and encouragement to lead the charge to accomplish this bold initiative. The work has begun and the course is being set to move forward!


I am therefore reaching out to each and every member of the Oregon Association of REALTORS® to engage in the momentum to Raise the Bar of professionalism in our real estate industry. One way to participate and get involved is to attend the OAR Convention in beautiful Sunriver in September. There will be many quality education classes, speakers, and panels…not to mention some fun, food, and networking with other REALTOR® professionals from all over our great state. You are also welcome to attend the OAR governance meetings and observe your elected volunteer leadership at work on your behalf. I hope to see you in Sunriver!

Housing Opportunity Through Modernization Act Passes!

Late at night on Thursday, July 14, the U.S. Senate passed HR 3700, the “Housing Opportunity Through Modernization Act,” by unanimous consent.  The legislation is expected to be signed by President Obama. With nearly 140,000 contacts to Senators, Capitol Hill office visits during the 2016 REALTORS® Legislative Meetings & Trade Expo and meetings across the nation, and with 15% of Oregon REALTORS® responding to the Call For Action, this is a true team victory for NAR. Passage of HR 3700 will ease FHA condo rules, make transfer fee rules consistent with the GSEs, and streamline the rural housing loan approval process.



Senator Wyden Introduces Bill for First-Time Home Buyers

On Wednesday, July 13, Senator Wyden introduced a bill to create a permanent first-time homebuyer tax credit.  Titled “The First-Time Homebuyer Credit Act” (S. 3175), Wyden says he considers it part of a broader effort to make housing more affordable across all income levels – a housing policy safety net, stating, “The housing policy of America needs a remodel." The bill would grant first-time buyers a refundable credit equal to 2.5% of the purchase price of their principal residence. The maximum credit amount is $10,000. For the mathematically challenged, the full $10,000 credit is achieved with the purchase of a $400,000 property. According to Wyden’s staff, that closely equates to the average house price in Portland these days. Highlights include a phase-out for homes above $600,000. In addition, there is an income phase-out, starting at above $80,000 for singles and $160,000 for joint filers. There are no inflation adjustments. First-time buyer is defined very strictly – you must have never owned any real estate. For purposes of new construction, the taxpayer may claim the credit when the home is occupied.

Also last Thursday, July 14, U.S. Rep. Greg Walden joined with other lawmakers in adding a section to the Interior Department’s budget to prevent a national monument declaration in Malheur County. Check out the Congressman’s Facebook page for more information on this action.

New Drone Rules for Real Estate


On June 21, 2016, the Federal Aviation Administration (“FAA”) issued its highly anticipated “Small Unmanned Aircraft Rule” (14 C.F.R. Part 107). As a result, effective Aug. 29, 2016, real estate professional can operate drones for a host of real estate-related purposes such as capturing aerial imagery of property listings.
