Oregon a ‘Top Idea’ Presenter at National NAR Conference

OAR was selected at the recently completed National Association of REALTORS® annual convention in Orlando to present one of the “top ideas” during the NAR State Idea Exchange Council. Only a handful of states are chosen each year and this was the first time OAR had been honored in recent memory. 2016 OAR President Debra Gisriel presented our state association’s plans to increase professionalism in our industry by introducing legislation that will raise the requirements for initial real estate licensing in Oregon as well as beefing up the required continued education for obtaining principal broker status. Those bills will be introduced when the 2017 Oregon Legislature convenes in February. A special thank you to OAR Education Manager Jen Wallace for putting together the PowerPoint slides that accompanied Gisriel’s presentation.


PRESIDENT'S MESSAGE

Looking back at 2016

Thank you for the opportunity to have served as your 2016 OAR President. It has been a remarkable and busy year that went by in a flash. So many volunteer leaders invested much of their own time and resources to make our industry better. The OAR professional staff worked tirelessly with the volunteer leadership implementing the Strategic Plan of our Association. Thank you!

Just a few of the highlights of the year:

• We initiated a work group to review and recommend strategies that would increase professionalism in our industry, the “Raise the Bar Committee.” As a result OAR was selected to present our work at the National Association of REALTORS® annual meetings.


• We faced the appraisal crisis in our state head on, meeting with appraisers and appraisal groups, collecting information from you about specific examples of your consumers being impacted by this issue and meeting with several of our elected officials. Our Government Affairs committee is also working on the issue.


• The Oregon Leadership Academy graduated its second group of future leaders.


• The new GRI has been a success and the new format is filling classrooms around the state.


• Webinar attendance is exceeding all expectations.


• Our increased focus on our Principal Broker members resulted in standing room only Principal Broker forums and a new focus on available education geared to Principal Brokers.

As always, I will continue to serve our industry and encourage you to do the same. Get involved in your local and state associations, invest in RPAC at the major investor level and do your part to “Raise the Bar” in our industry.
So, I bid you Godspeed, not farewell!

A Great Election Night for Oregon REALTORS®

By any measure, the Nov. 8 General Election was wildly successful for the Oregon Association of REALTORS®. We were on the winning side of Oregon’s most expensive ballot initiative ever, and OAR-endorsed candidates won election at a 96 percent clip — including placing a second Oregon REALTOR® in the House. “This election season included a lot of long meetings for our committees, but it paid off big time for our advocacy,” said OAR Government Affairs Director Shawn Cleave. “We rightly adjusted our strategy in September, and it was the right thing to do and paid off nicely! Portland's Pat Kaplan Presented with National Distinguished Service Award

Portland REALTOR® Pat Kaplan has received the National Association of REALTORS® 2016 Distinguished Service Award. The honor is presented yearly to no more than two of NAR’s more than 1.2 million members. Kaplan, a REALTOR®; for 36 years and current broker-owner of Kaplan Real Estate Group, was recognized at the recent NAR National Conference & Expo in Orlando. She's shown here with her husband, Joel, and their two daughters.


NAR established the DSA in 1979 to honor REALTORS® who have made outstanding contributions to the real estate industry and who serve as leaders in their local communities. The award is considered the highest honor an NAR member can receive; recipients must be active at the local, state and national association levels but must not have served as NAR president. NAR President Tom Salomone presented the award to Kaplan.

Meek Elected, Esquivel Re-Elected to Oregon House

What could be more logical than having REALTORS® in a house, right? Accordingly, on Nov. 8, state voters put two OAR members in the Oregon House of Representatives. Mark Meek (right), a Democrat, was elected in House District 40 (Oregon City, Gladstone, Jennings Lodge and portions of unincorporated Clackamas County). Meek will join Rep. Sal Esquivel (R-Medford) as the second OAR member in the House; Esquivel easily won re-election to his House District 6 (Medford-area) seat for the seventh time. OAR Government Affairs Director Shawn Cleave notes that having one member in each party caucus can be nothing but beneficial. Congratulations Mark and Sal!

We have another Oregon REALTOR® winner from election night. Martin “Marty” Justus was elected to a full term on the Ontario City Council after filling an interim position on the council for the past several months. Justus has also been active with OAR and is a former District Vice President. Congratulations Marty! Are there more of you out there? Wimmers Feted at NAR Convention

OAR 2016 REALTOR® of the Year Nan Wimmers had her turn in the spotlight at the National Association of REALTORS® Convention in Orlando when she was honored along with other states’ REALTOR® of the Year recipients. Wimmers, principal broker and co-owner (with her sister) of Columbia Gorge Real Estate in The Dalles, marched across the general assembly stage waving an Oregon state flag as she was introduced and honored preceding Gen. Colin Powell’s keynote address. She received the Oregon Association of REALTORS® award back in April. The program is designed to recognize a REALTOR® who has provided outstanding service to his or her profession and community during the previous several years. Participation in civic activities, including service clubs, charity, fraternal or religious groups, and notable business accomplishments are also major factors.

We highlighted this last month, but George Grabenhorst of Salem officially began his term as President of the Oregon Association of REALTORS® on Nov. 8, the day after the National Association’s annual convention adjourned. He succeeds Debra Gisriel, who remains on the statewide Executive Committee as the Immediate Past President. Grabenhorst is a senior advisor with SVN Commercial Advisors and is believed to be only the second primarily commercial broker to attain the OAR presidency. The first was his uncle, Coburn Grabenhorst, the OAR President back in 1956. George is a fourth generation Salem REALTOR® and has been in the real estate industry for 28 years.

 

HOME Foundation Poised to Surpass $1 Million in Grants

You’ll be hearing more about this in the weeks to come, but when our HOME Foundation awards its 2017 grants in mid-December, we expect to surpass the $1 million mark in monies distributed since the foundation’s inception in 2004. The OAR HOME Foundation is a 501(c)3 charity that provides financial resources to create, expand and encourage home ownership opportunities for Oregonians at or below local median income. The foundation also promotes public awareness of affordable housing issues. From large, flagship fund-raising events to individual donations, the HOME Foundation could not have proudly hit this milestone without the participation of hundreds of Oregon REALTORS® and dozens of important sponsors. Good News Regarding New Condo Rules

On Oct. 26, the Department of Housing and Urban Development (HUD) issued a mortgagee letter making changes to the Federal Housing Administration's (FHA) owner-occupancy requirement for condominiums. The changes come through passage of U.S. House Resolution 3700 earlier this year, the subject of an NAR “Call To Action” this past summer. Under the new provisions, FHA-approved condominium projects require at least 50 percent of the units to be owner-occupied, but will allow for the owner-occupancy requirement to be lowered down to 35 percent if:

 

• The project has replacement reserves of at least 20% of the budget;

• No more than 10% of the units are in arrears (more than 60 days past due); and

• The condo has three years of acceptable financial documents.

 

NAR still believes that all condos should have a 35 percent owner-occupancy rate and will continue advocate for that threshold, as well as for FHA to address transfer fees, commercial space requirements, and other pending issues related to condo approval. But the passage of HR 3700 and the implementation of these first changes is still a big victory for our industry.
